HUD generally awards noncompetitive, nonrecurring Disaster Recovery grants by a formula that considers disaster recovery needs unmet by other Federal disaster assistance programs. Legal Authority: Title I of the Housing and Community Development Act of (42 U.S.C.et seq.).
